This report delineates a comprehensive policy and implementation framework, specifically designed to address the institutional and functional gaps within the structure and processes of regional development programs in Iran. The primary objective is to transcend the confines of pilot projects and centralized approaches, with a concentrated focus on empowering target communities and key beneficiaries of regional development. The overarching goal is to facilitate decentralization, mitigate regional disparities, localize national development initiatives, and stimulate dynamic grassroots participation. The proposed policy package comprises three fundamental strategies:

1. Streamlining and integrating development policies at both national and regional levels to bolster budget stability, target resource allocation in priority areas, and ensure the equitable distribution of resources.
2. Fostering synergy and inter-sectoral collaboration to amplify the impact of development efforts.
3. Advocating for political support as a conduit to facilitate regional development and capacity building.

Furthermore, this report underscores the roles and responsibilities of pertinent institutions and key stakeholders, delineating their areas of focus in implementing this integrated regional development approach.
