The Makran region is one of the priorities of the country’s spatial development. Therefore, various plans and programs have been devised and implemented for this region. One of the most important of these plans is the Makran Coastal Region Development Plan, which was approved by the Supreme Council of Architecture and Urban Planning in 2018. Moreover, the National Spatial Planning Document was approved as the desired spatial development plan for the country by the Supreme Council of Spatial Planning in 2020. However, these documents and plans have encountered numerous problems and obstacles in their implementation dimensions. In practice, there is no adequate link between the strategic plans and documents and the executive plans of national and regional executive agencies and institutions. A study was conducted at the Center for Development Research and Foresight of the Planning and Budget Organization of Iran to identify the requirements and processes for implementing the Makran Development Plan. The results of this study have provided a set of requirements and actions to facilitate the development processes of the region and to achieve the strategic plans and related development documents. One of the important requirements identified in this study is the development of an integrated action plan for the region, which can create the necessary coordination between the strategic plan and the plans of executive agencies. Additionally, the development of executive plans for agencies to operationalize the Makran Development Plan with the coordination of the Planning and Budget Organization has been emphasized in Article 7 and 8 of the Makran Coastal Development Document. Based on this report, a regulation has been proposed regarding the development of an integrated action plan for the Makran region. This regulation covers various aspects of the action plan, including the stakeholders and beneficiaries involved in the development and execution of the plan, components, model and overall process of developing the action plan, and the relationship with the strategic plan. It also addresses the external and internal workflow and processes of developing the action plan and the scheduling of its stages. In fact, this regulation can facilitate the preparation of the regional action plan with high feasibility and participation of its stakeholders, providing a basis for accelerating the execution of regional development plans.
