This report is a preliminary draft on the formulation of an administrative corruption index. It is written in response to the responsibilities assigned to the Center for Development and Foresight Research by the Coordinating Committee of Supervisory Bodies. The report aims to introduce some indices and indicators that can be used to measure corruption, and to illuminate different dimensions that govern the case of formulating a corruption index. In later thorough steps, after forming a specialized working group, the main research of indexation may begin.

The report is divided into four sections. The first section probes the definitions of corruption and discusses the acts and laws that govern the promotion of administrative health and corruption control. Through some pathological remarks, this section attempts to distinguish other relevant yet distinct constructs from corruption. The second section presents a brief typology of prominent corruption indices. The third section is devoted to the various methods of measuring corruption. Finally, the last section recommends some preliminary steps for furthering the formulation of administrative corruption indexation.
