The strategic importance of the Makran coast is undeniable, yet its development remains disproportionately low. This disparity is attributed to a combination of internal and external factors, which are analyzed in this research. Recognizing the maritime potential of the Makran region, development efforts should focus on water-based activities, establishing Chabahar as a hub for maritime commerce and sea-oriented development. The completion of the Chabahar railway project is crucial for enhancing connectivity and integrating the region into global trade networks.
Internally, the Makran region faces two key challenges: limited human development and inadequate infrastructure. Addressing these issues requires targeted investments in education, healthcare, and infrastructure development.
To effectively manage the transit corridor and network, a comprehensive approach encompassing the transit economy, geopolitical relations, infrastructure and logistics, and cargo transportation chain processes is essential.
The demographic situation in the Makran region presents unique challenges, including the concentration of population in Chabahar city, the coastal areas, and among non-indigenous groups. The male-dominated population and the issue of population displacement further complicate the demographic landscape.
The key findings of this report emphasize the importance of transit-oriented development, aligning with the national land planning document that positions Chabahar as a central hub for economic exchange and transit. Chabahar's proximity to the Indian Ocean and its potential as a transit gateway make it a strategic anchor for the Makran region's development.
In terms of logistics, time, cost, and scale are critical factors for success. Iran possesses significant potential in this area, which should be carefully considered and leveraged to enhance its logistics capabilities.
Investment strategies for the Makran region should be tailored to the specific conditions and needs of the area. Clear guidelines and job descriptions should be provided to the Ministry of Foreign Affairs to facilitate effective investment and participation from domestic companies.
