Unlocking Potential: Strategies to Improve Iran's Government Asset Utilization

In the conference titled “Unlocking Potential: Strategies to Improve Iran's Government Asset Utilization” at the Center for Development Research and Foresight aimed at addressing the challenges of managing government assets, Iranian officials discussed issues ranging from inefficient asset allocation to the need for legal reforms. The conference brought together experts from various sectors to explore strategies for maximizing the value of government-owned properties and resources.

Alireza Saleh, a member of the National Development Fund's board, emphasized the importance of effective asset management, highlighting the burden posed by a large portion of non-cash assets on the government's budget. He stressed the need for a shift in perspective, advocating for viewing asset generation as a process of optimizing governance and improving asset performance, rather than simply selling off properties.

Fatemeh Vazifeh Dadgar, Director General of the Management of Government Properties and Assets, delved into the complexities of the current system, citing numerous laws and a lack of clear ownership structures as major hurdles. She underscored the vast number of government properties, exceeding twice the amount found in Turkey, and the challenge of identifying and managing them effectively.

Ahmad Meidari, a university faculty member, offered insights into potential solutions, including alternative sale methods like lottery systems and repeated auctions.

The conference also highlighted the need for a multi-pronged approach, encompassing legal reforms, improved data management, and innovative sale strategies. The participants acknowledged the urgency of addressing these issues to ensure the optimal utilization of government assets for the benefit of the Iranian people.

While the conference did not produce concrete policy solutions, it served as a valuable platform for identifying key challenges and exploring potential avenues for reform.
